上海市全科医学教育与研究中心 Shanghai General Practice Medical Education and Research Center

    为了贯彻落实习近平总书记在党的十九大关于健康中国战略的讲话,根据《国务院办公厅关于改革完善全科医生培养与使用激励机制的意见》(国办发[2018]3号)以及《“健康上海2030”规划纲要》等文件精神,进一步整合上海市医学教育和医疗卫生资源,加强全科医学教育与研究。上海市教委、卫计委2018年6月正式发文,于11月挂牌成立以“定位基层,资源整合,科教协同,服务上海”为战略目标的上海市全科医学教育与研究中心(以下简称“中心”)。

本中心是上海市开展全科医学教育与研究的专门机构,旨在整合利用上海市医学教育和医疗卫生资源,以培养全科人才为目标,构建在全国具有引领作用的全科医学人才培养模式,完善“学校-医院-社区”联盟的全科医学教学实践体系,聚焦基层健康卫生问题开展全科医学科学研究,提高基层医疗服务能力和分级诊疗水平。

世界家庭医生组织(WONCA)亚太常委祝墡珠教授担任中心主任,上海健康医学院临床医学院蔡巧玲院长担任中心常务副主任,中心下设“全科医学社区慢性病与健康管理研究”和“全科医学教育与政策研究”两个平台和5个研究团队聚焦全科医学教育与社区基层问题开展研究与交流,促进本市全科医学发展。

In order to implement General Secretary Xi Jinping’s speech on the Healthy China Strategy of the 19th National Congress of the Communist Party of China, according to the “Opinions of the General Office of the State Council on Reforming and Improving the Training and Use of General Practitioners” ([2018] No. 3) and the spirit of “‘Health Shanghai 2030’ Planning”, further integrating Shanghai medical education and health resources, and strengthening general medical education and research. The Shanghai Municipal Education Commission and the Health Planning Commission officially issued a document in June 2018. In November 2018, Shanghai General Practice Medical Education and Research Center which is “Targeting Grassroots, integrating Resources, Science and Education Cooperation, Serving Shanghai” was established (hereinafter referred to as“center).

The Center is a specialized institution for the development of general medical education and research in Shanghai. It aims at integrating and using the medical education and health resources in Shanghai,training general medicine talents, building a general medicine talents training model in the whole country, improving the “School-Hospital-Community” alliance of general practice teaching system, it focuses on general medical science research of primary health issues and improving primary medical service capacity and hierarchical diagnosis and treatment level.

Professor Zhu Shanzhu, the member of the Asia-Pacific Standing Committee of the World Organization of Family Doctors (WONCA), serves the post of the center director. Cai Qiaoling, the dean of clinical medical school of Shanghai University of Medicine and Health Sciences, serves the post of executivedeputy director of the center. The center sets up two platforms “Chronic Diseases and Health Management Research of General practice community” and “General practice education and policy research”. These two platforms and five research teams focus on the research and communication of general practice education and community grassroots issues and promote the development of general medicine of Shanghai city.
